According to the resolution of the Government of the Russian Federation of 22 October 2012, IVF (in vitro fertilization) since early 2013 has been included in the program of state guarantees of free medical care. That is now you can count on a free IVF for the MHI policy.
After the IVF is included in the MMI, the state undertakes to finance the program in the amount of 106 thousand rubles. This amount also includes the cost of medicines. If you need to increase costs, the patient can pay the difference.
The state program of IVF does not limit the number of attempts, and also does not distinguish between couples whose relations are officially registered and those who live by "civil marriage". Use of IVF in the framework of CHI can be both single women and same-sex couples. The opportunity to undergo the IVF procedure for free can also be given to discordant couples, that is, one where a partner has a positive HIV status.
The patient has the right to independently choose a clinic in which he wants to undergo treatment - public or private. In any case, the state will pay the agreed amount to the medical institution. The main thing is for this medical institution to conclude an agreement with the OMC Fund.
What do you need to use the ECO program?
In order to be able to undergo a free IVF procedure for the MHI policy, the patient must comply with a number of mandatory conditions:
- if the pregnancy does not occur within one year of regular and unprotected sex, a woman has a statement to go to a specialized clinic to identify the reasons for the absence of pregnancy;
- To identify the reasons for not pregnancy, a woman and her partner need to undergo mandatory examinations. These include: examination of tubal permeability, endometrial condition, assessment of ovulatory and endocrine status, studies of partner sperm, examination of a man and a woman for infections of the genitourinary system. Such examinations are conducted in medical organizations licensed to carry out activities in the field of obstetrics, gynecology and urology;
- when detecting diseases, it is necessary to undergo a course of treatment and receive an extract about the examination and treatment performed, as well as referral to infertility treatment with the use of ART (assisted reproductive technologies), in particular - IVF;
- in the absence of contraindications to the procedure of in vitro fertilization, you need to decide on the choice of the clinic. If you have a MHI policy, you can apply to any clinic that is included in the register of medical organizations that carry out activities in the compulsory medical insurance system and have a corresponding license;
- choosing a clinic, you should make an appointment. To do this, you need to have a passport, a valid MHI policy, extracts about previous treatment, SNILS, the direction of the medical organization and the results of the survey. By the way, you can go through the examination and prepare for the ART program directly at the clinic where you intend to undergo IVF;
- during IVF the patient must strictly follow all the doctor's prescriptions.
The social program of free IVF includes:
- stimulation of ovulation (drug supply in accordance with the legislation of the Russian Federation);
- puncture of follicles;
- cultivation of embryos;
- transfer of viable embryos into the uterine cavity.
It is worth mentioning that even earlier, Russian women diagnosed with "infertility" had the opportunity to undergo IVF procedure at the expense of the state budget. However, ECO was then included in the category of "high-tech medical care" and a very limited quota was allocated to it.
