When you enter these institutions, the presentation of an insurance certificate is not mandatory, and you have the right to refuse it. Meanwhile, during the training a set of textbooks is allocated for each schoolchild, and a subsidy for food is given to the kid in the kindergarten . In this case, SNILS is used to calculate and monitor allocated grants, which facilitates the work of staff of childcare institutions.
