Assistance with the birth of a child

Undoubtedly, with the advent of a new little member of the family, the financial costs increase substantially. In addition, one of the family members, usually a mother, becomes disabled for some time, and, accordingly, partially loses its income.

Meanwhile, today almost all countries of the world have approved various programs of parental capital aimed at improving material conditions, as well as addressing the housing issue for young families with children. Russia and Ukraine are no exception.

Let's understand what kind of help you can get at the birth of a child in these countries, as well as what amounts the new parents can get.

Assistance for the birth of a child in Ukraine

Because of the difficult economic situation, the government of Ukraine was forced from July 1, 2014 to carry out reform in the social sphere. Now, at birth, as the first, and any on the account of the kid, the family is paid a single allowance, amounting to 41 280 hryvnia. This amount is calculated on the basis of 40 values of the subsistence minimum.

For families in which the firstborn appears, the amount has increased significantly compared to the pre-reform payment - by 11,000 hryvnia, however, for mums awaiting the birth of the second, third and subsequent child, material assistance has become an order of magnitude less.

Meanwhile, the whole amount at once to parents will not be paid - only 10 320 hryvnia can be received at a time, the rest will be transferred to the account gradually - with equal monthly payments within 36 months. Thus, maternity care at the time of the birth of a child in Ukraine "replaced" with a monthly allowance paid before the achievement of a 3 year old, which is now canceled.

It is worth noting that when adopting or taking a child under guardianship, the payment of material assistance is similar.

Assistance of the state at the birth of a child in Russia

In Russia, on the contrary, the amount and nature of material assistance in the birth of a baby depends on many factors, in particular whether the mother has an official source of income, and how many children are already in the family.

When the second and subsequent children are born, the Pension Fund of the Russian Federation pays a fairly large amount of material support, namely, maternity capital. For 2015, the amount of this support measure was 453,026 rubles. However, this amount can not be obtained in cash, it can be used when buying an apartment or building a house, when paying off a mortgage, when paying for a child's education in the future, or to increase the size of a mother's pension. If you were lucky enough to become parents of two kids at once, then you have a logical question, what amounts of maternity capital at birth twins will be paid. You can find out about these payments in our other article.

In addition, if a child, his parents, adoptive parents or guardians appear in the family, a one-time benefit is paid, the amount of which for the year 2015 is 14,497 rubles. 80 kop. This measure of social support is paid once, and its size does not vary depending on various circumstances.

Working mothers are also paid a lump sum - a pregnancy and maternity benefit. Its value is calculated from the size of the average monthly earnings of a woman for 2 years, preceding the issuance of the decree. Unemployed women can also rely on this allowance, but its magnitude will be minimal.

And finally, in every region of Russia there are many social programs that help improve the financial situation of families with children. Here, assistance is provided both in the form of subsidies for the acquisition of living quarters, cash funds, and in another form. For example, in Moscow every mother at the birth of a child is given, the so-called "dairy kitchen" , which is a set of foods to feed the baby. In St. Petersburg, there is a special "children's card," which lists a one-off allowance at the birth of each child, as well as monthly compensation, if the family is poor. With the help of such a card it is possible to purchase children's goods in certain stores.
